    • Q: Does Martin’s Additions have a set scope as far as mill/overlay depth, and patching depth/quantity?
      • A: Although the Village has evaluated its streets, we have elected not to share a set scope for mill/overlay and patching, and are asking bidders to develop their own customized repair and paving plan.
    • Q: The RFP requires a schedule of values. Does the Village prefer lump sum proposals or unit prices?
      • A: Whatever gives the Village a better way to evaluate your proposal, whether that is a lump sum, or itemized unit prices, or both. We have taken measurements for all of our streets, sidewalks, etc., so we can use that info and get an idea from unit prices what the total price of the project would be. However, a lump sum proposal would not be disqualifying, particularly if your company believes that it allows the Village to evaluate the proposal more accurately and fairly.
    • Q: Where should paving begin on Thornapple Street?
      • A: Although the houses in Martin’s Additions start at 3503 Thornapple, the streets belonging to the Village begins at the sign in front of 3509 Thornapple.
    • Q: Regarding curb and gutter – in instances where the curb has no gutter designed into it, or the gutter pan is hidden under the asphalt – does the Village prefer to have its gutters paved over again, or for curb and gutter to be replaced?
      • A: This is another instance where the contractor can make a decision. The Village does not have a stated preference, but rather would like the contractor to make a decision based on what would be in the long-term interest of the Village.
    • Q: Are utility companies going to do a permanent patch repair on areas they dug up? Most asphalt is permanent repair, but particularly on Quincy Street is temporary. Will they be coming back to finish the repair?
      • A: Unfortunately, what you see is what you get (and what we hope you can fix!). The utility companies have done a lot of work on our streets, and will not be returning for additional repairs.
    • Q: Does the Village prefer chevron pavement marking or a crosswalk on speed humps?
      • A: We would prefer to have chevron markings on all of our speed humps.

The Village of Martin’s Additions is a municipality of approximately 325 houses in the Chevy Chase area of Maryland’s Montgomery County. A five-person elected Council governs the Village and it hires a Village Manager to which it delegates duties consistent with the Village Charter and ordinances.
